Attorney General of Germany Filed a Complaint Against Belarusian Security Forces for Crimes Against Humanity

The European Centre for Constitutional and Human Rights (ECCHR), together with the World Organization against Torture (OMCT), filed a complaint with the Attorney General of Germany against six high-ranking representatives of the security forces of Belarus for crimes against humanity.

It contains the information on mass detentions, torture, disappearances, sexual violence and political harassment since August 9, 2020. The authors of the complaint claim that, considering these are international crimes, in Germany they can open a criminal case on the principle of universal jurisdiction.

Andreas Schuller, the director of the International Crimes and Accountability Program, said that a preliminary investigation by the Attorney General regarding the perpetrators is now expected.
“Victims must be able to implement their rights, and Germany must play a leading role in this,” – Schuller said.

According to Gerald Stabrok, the OMCT Secretary General, there is clear evidence that torture was deliberate and widespread and systematic, reaching the threshold of a crime against humanity.

“This has been confirmed by various international investigations, including the OSCE Moscow Mechanism. Our own reports have shown that Belarus has not taken any action to punish these crimes, the perpetrators of which enjoy 100% impunity,”– said Gerald Stabrok, Secretary General of the OMCT.
