Belarusian government has introduced a license for the export of sugar from the country for a period of six months. Decree № 82 of the Council of Ministers of February 15 has been officially published today on the National Legal Internet Portal and comes into force after its publication.
One-time licenses will have to be obtained for export of sugar outside Belarus both to the EEU countries and outside the Union. Licensing applies to white crystalline sugar (code 1701 99 100), regardless of its country of origin.
Permits for export will be issued by the MART in coordination with Belgospishcheprom. The Concern will refuse to issue a license in cases of «non-compliance with the ratio of available resources in the country and the country’s need for goods as of the date of application» by a business entity.
The requirement to obtain a license applies to goods that were placed under customs procedures in the Republic of Belarus before the entry of the resolution into force and the actual export of which is carried out after its entry into force in accordance with customs procedures.
An exception is made for goods intended for humanitarian aid and for transit.
The total volume of sugar production in Belarus is estimated at half a million tons. Last year, the export of domestic sugar declined by more than half to 206.1 thousand tons. In value terms, it decreased by 25.7% to $112.8 million. Deliveries to Russia amounted to 113.2 thousand tons, while 30.9 thousand tons were shipped to countries outside the CIS.
In 2022, Belarus received a quota from the EAEU for the duty-free import of up to 100 thousand tons of sugar. It should be noted that in 2021, the EEC also allocated similar quotas, but then Belarus did not ask for them.
