On June 13, Politico reported about the receipt of a package of documents proving the supply of military products from Belarus to Azerbaijan in 2018-2022, during the active phase of the conflict in Nagorno-Karabakh. Later, the documents with Politico’s watermark were published by the Armenian Regional Center for Democracy and Security, as well as local media.
According to the documents, on July 21, 2021 Belspetsvneshtekhnika sent a letter to Ihar Vitalyevich Semkouski, director of OJSC Homiel Radio Plant, with a proposal to manufacture parts for military equipment and deliver them to «region 1221» – according to Armenian media, this is how Azerbaijan is referred to in the documents. In the letter, it was proposed to produce parts for Azerbaijani D-20 and D-30 howitzers, 2A36 Giatsint-B and M-46 cannons, BM-21 Grad MLRS, as well as to repair 67 pieces of Gvozdika self-propelled artillery and 14 pieces of Akatsiya self-propelled artillery.

Apparently, the director of JSC Homiel Radio Plant accepted the proposal, because on March 14, 2022, he again received a letter from Belspetsvneshtechnika, where it was offered to repair 14 pieces of Azerbaijani ZSU-23-4 Shilka, to install new optical-electronic stations Strizh-M2 on them and deliver them to the same place – to the «region 1221». It is notable that a year later, this modernized Shilka with the Strizh-M2 station was shown in Minsk at the MILEX-2023 exhibition.

Additional confirmation of the fact that the Homiel Radio Plant produces parts and repairs Azerbaijani military equipment on a permanent basis is another letter to Director Semkouski dated June 9, 2022, where Belspetsvneshtechnika «thanks him for joint work« and again offers to produce parts for artillery and deliver them to the «region 1221».

In total, only these three documents show that in 2021- 2022, JSC Homiel Radio Plant produced and supplied at least 2223 parts to Azerbaijan and repaired at least 95 pieces of Azerbaijani equipment.
But the military cooperation between the Lukashenka regime and Azerbaijan doesn’t end with the production of parts and repair of self-propelled artillery.
The regime supplied Belarusian Groza-S electronic warfare stations to Azerbaijan
In addition to repairing various Azerbaijani weapons at the Homiel Radio Plant, the investigators also obtained documents on direct deliveries of Belarusian Groza-S electronic warfare stations to Azerbaijan, designed to detect, track, suppress control channels and navigation systems of UAVs.

In a letter dated November 18, 2022 from Belspetsvneshtechnika to Deputy Defense Minister of Azerbaijan Ramiz Tahirov, it is proposed to supply Azerbaijan with 4 more pieces of modernized Groza-S, as well as spare parts for the previously supplied ones. The total cost is $23,560,000.
The same letter says that earlier the Lukashenka regime had already supplied Azerbaijan with 7 Groza-S (3 on MAZ chassis and 4 on MZKT chassis). Transportation consignment notes were also received, which confirm this.

For example, according to the invoice dated June 20, 2022, 2 pieces of Groza-S on MAZ chassis were delivered from Belarus to Azerbaijan at a price of $4.85 million per piece. The equipment was delivered by rail from the Kaliadzichy rail station (Belarus) to Hacı Zeynalabdin rail station (Azerbaijan). The route is given in the picture below.
