According to our information, in the last few weeks Belarusian graduates have increasingly encountered difficulties in obtaining certificates, which confirm the legality of their secondary education certificates.
Such certificates were issued by the Department of Education Quality Control and are required for many applicants who want to enter a foreign university.
According to our information, the Department started to refuse to issue these certificates to applicants, claiming that if a foreign university needs them, they should request them themselves. The official reason for stopping the issuance of certificates is that the issuance of certificates is not included in the list of documents approved by Lukashenka’s Decree №200 of 2010.
However, in previous years this didn’t prevent the Department from issuing such certificates.
Radio Svaboda notes in its article that state structures deliberately create obstacles for admission to European universities. Because of this, more than 100 Belarusian applicants are in limbo in the Warsaw curatorium (analogue of the district department for national education).
Also schools now refuse to issue certificates about the program and subjects studied by the graduate. The schools refer to a new decree, which “will be published soon”, but which is not yet available anywhere. Without this certificate, there are problems with admission not only to Polish universities, but also to universities in other countries.
We note that last year, principals of several schools in Hrodna were dismissed after their graduates massively entered European universities.
