Columnist Yahor Lebiadok in his Telegram channel explained what the words of Vadim Sinyavsky, the Minister for Emergency Situations, about weapons in the hands of employees of his department mean. Here are his words unchanged.

Last week, a number of media drew attention to the words of V. Sinyavsky: «Today, the Ministry of Emergency Situations, in the event of a state of emergency, is entrusted with the task of protecting important facilities and suppressing riots, if necessary, with weapons in hands».

Sinyavsky in general didn’t say anything new. In September 2021, the provisions of the law «On Amendments to Laws on the Protection of Sovereignty and the Constitutional Order» came into force, according to which a paragraph was added to the law on the state of emergency: «Bodies and units for emergency situations shall be involved < …> in the event of a state of emergency on the grounds specified in the third paragraph of Article 3 of this Law [riots accompanied by violence or threat of violence by a group of persons …], – also for the protection of critical important facilities and the suppression of riots». He simply voiced the continuation of the line on the development of measures to retain power in case of mass protests of citizens.

Since in the future it is expected in case of speech of the people (or who smokes Lukashenka’s propaganda — «bought» or «cluttered») a more serious distribution throughout the country, and the staff of the Ministry of Internal Affairs is limited, it is necessary to recruit a loyal contingent that can be quickly formed and quickly used to suppress (contain) speeches in the regions. The actions of law enforcement agencies in 2020 and documents leaked to the media showed that in order to suppress the speeches, there were attempts to use and intensify the tactics of maneuvering actions in the future: part of the auxiliary contingent guards objects and participates in the cordon, while the main forces (primarily the Ministry of Internal Affairs), only minimally distracted by cordoning and other static tasks, act as mobile strike groups (preventive detention of activists at home, raids on the rudiments of formations of groups and columns, the division and destruction of large groups of citizens due to sudden coverage and rounds, convoying and «educational measures», etc.).

Obviously, a man with a weapon is worth a dozen law enforcers only with batons on the impact on unarmed citizens. Therefore, since February, active work has been underway to select a staff of persons to counter mass demonstrations from citizens, in the service or work of those who have weapons, i.e. from paramilitary organizations and organizations with special statutory tasks. Paramilitary organizations, which include, for example, the Investigative Committee and the State Committee for Forensic Examinations, will be used as independent organizations in operational subordination to the state body determined by the President of Belarus, in the event of a state of emergency throughout the territory.

Citizens serving (working) in organizations with special statutory tasks can become a rapidly formed core of territorial troops, which in this format will be involved in counteracting the speeches of citizens within the framework of the state of emergency / Martial law. Such organizations include forestry organizations (training on TerO with employees of some forestry enterprises has already been conducted), BOOR, collection services, Belpochta, DOSAAF, BSFO Dynamo, as well as GardService and ENERGO-OIL. Paramilitary security organizations can also be involved. For employees (workers) of these organizations, loyalty tests have already passed or are underway, which makes such formations more loyal to Lukashenka than just territorial troops formed with ordinary citizens. Plus, in some form, loyal reserves of the Ministry of Internal Affairs, MTR and other structures will be involved (as it was last year already).

Paramilitary organizations and territorial troops can be involved in one way or another without the state of emergency, as it was in 2020 — within the framework of the state system for responding to acts of terrorism, the activities of terrorist organizations, IAF and mass riots. Or just in any format you want, because «sometimes it’s not up to the laws». Laws are needed only to remove responsibility – psychological and legal – from such persons involved in the suppression of citizens’ speeches.
