The national legal Internet portal published Decree No.26 of February 7, 2023, which approved the State Investment Program for 2023. It provides for the construction of a number of military infrastructure facilities.

The following are especially worth noting:

  • Construction of a military town in Homiel region (design and survey works for construction of future years) – 2023-2027.

Expenditures:
2023 – 500,000 BYN ($181,950);
2024 – 10,000,000 BYN ($3,639,010);
2025  – 40,000,000 BYN ($14,556,040).

  • Construction of a training ground in Homiel region (design and survey works for construction of future years) – 2023-2027.

Expenditures:
2023 — 500,000 BYN ($181,950);
2024 — 10,000,000 BYN ($3,639,010);
2025 — 20,000,000 BYN ($7,278,020).

  • Reconstruction of barracks No.2/32 in Luninets military town (including design and survey works) – 2022-2023.

Expenditures:
2023 – 2,300,000 BYN ($836,972).

  • Construction of a maintenance and repair facility in Luninets military town (including design and survey works) – 2022-2023.

Expenditures:
2023 — 3 500 000 BYN ($1,273,653).

We recall that at the end of May 2022, it was announced that a new (third) operational command of the Belarusian Armed Forces, the Southern Command, would be established. The construction of a military town and a training ground in Homiel region is most likely connected with the formation of new military units for the Southern Operational Command.

We have reported about construction work at Luninets airfield before. In 2022, a number of repair and construction works were carried out there. There is reason to believe that one of the units of the 115th Anti-Aircraft Missile Regiment (military unit 92504) will be deployed in Luninets.
